It’s worth to mention that in keeping with AASTMT distinguished relations with UMIP, the new agreement was held to exchange students, research and training, then AASTMT representatives met H.E Deputy Foreign Minister of Panama and H.E Egyptian Ambassador to Panama, in the presence of H.E Mr. Ahmed El Gendy - Panama Embassy in Egypt Consultant and Maritime Manager.
H.E Prof. Dr. Ismail AbdelGhafar Ismail Farag - President of the Arab Academy for Science, Technology and Maritime Transport (AASTMT) participated in the International Association of Maritime Universities (IAMU) celebration at the International Maritime Organization (IMO) – London, on Tuesday 24- 7- 2019, where the celebration was held for the issuance of the Body of Knowledge (BoK) of the Global Maritime Professional (GMP)", as H.E AASTMT President delivered the closing speech of the celebration in the presence of the members of the international maritime community. It is worth to mention that the study was held under the supervision of H.E Prof. Dr.Cleopatra Doumbia Henry – President of World Maritime University (WMU), H.E Prof. Dr. Jari Multisilta – President of Satakunta University of Applied Sciences (SAMK) and H.E AASTMT President, as a committee of experts from WMU, SAMK and AASTMT implemented the study, where the group of AASTMT representatives were: Prof. Dr. Gamal Ghalwash, Cap. Lloyd’s list awards has ed H.E. Prof Ismail Abdel Ghafar Ismail Farag - AASTMT President to serve as a member of the Arbitration Committee. The Arbitration Committee includes ten arbitrators responsible for deciding the sixteen award winners in various branches of the maritime transport industry from the Middle East and the Indian sub-continent in 2015. Prof. Dr. Ismail Abdel Ghafar, President of AASTMT was ed by the International Maritime Organization (IMO) to serve on the Board of Governors for the World Maritime University (WMU), thus bringing back Egypt and the Arab World to its significant position at this distinguished organization. The WMU Board of Governors comprises not more than 30 appointed members worldwide with regard to the background, expertise, and motivation of those distinguished persons and their affiliated organizations/educational and research institutions/governments. Selecting the academy as one of three members of the Committee on policy and planning major and that was by the nomination of members of the Executive Council by consensus and for the next two years 2016 - 2017.
The European Union Project on Integrated Maritime Policy in the Mediterranean (IMP-MED) is technically cooperating with the Arab Academy for Science, Technology and Maritime Transport (AASTMT) to strengthen AASTMT regional role.

The Arab Academy for Science, Technology and Maritime Transport (AASTMT) announces for the enrollment of AASTMT Integrated Simulators' Complex on June 2013 in the list of Global Maritime Training Simulators on the International Maritime Organization (IMO) website, where IMO has developed standards for maritime simulators and has issued a model that must be met and sent by the country’s maritime authorities as to be enrolled in the list of Global maritime training simulators.

H.E Prof. Dr. Ismail Abdel Ghafar Ismail - AASTMT President has signed a Memorandum of Understanding (MOU) with H.E Mr. Koji Sekimizu - Secretary General of the International Maritime Organization (IMO) on Friday 29- 11- 2013, at IMO headquarter – London - UK, where this memorandum of understanding allows the technical cooperation between AASTMT and IMO, as AASTMT will provide regional and national training courses, IMO model courses and Practical training in maritime disciplines that was assigned through the IMO Integrated Technical Cooperation Program (ITCP),as well as, it also will provide the Scholarships for Africa students, as the scope of MOU is extending to ensure the presence of IMO in the region through the services rendered by AASTMT.
According to IMO Maritime Safety Committee (MSC) Circulars, Egypt is in the white list of the International Convention for Training, Certification & Watch keeping for Seafarers STCW 78, as amended. The MSC confirmed the Egyptian Independent Evaluation report which demonstrates that Egypt is giving full and complete effect to the relevant provisions of the convention.
Government Of Bermuda Adopting AASTMT Certificates In The Field Of Maritime Training.
AASTMT has signed a Memorandum of Understanding with the Liberian Maritime Administration on Wednesday 21- 3- 2012, during the visit of the high-level Liberians delegation to AASTMT and the Maritime Transport leaders of the Arab Republic of Egypt. The Official Opening Of AAST-GE DP Training Centre On Sunday 9- 9- 2012 in cooperation of AASTMT with General Electric company, as well as for obtaining the accreditation of the Nautical Institute of the British Maritime Institute AAST-GE DP Training Center is considered to be one of the most essential requirements for IT training stationed on Off-Shore Petroleum Services, which is the highest technology applied in this area, as DP has extensive applications in the maritime field so it will be considered as one of the International Maritime Organization (IMO) requirements in the near future.
AASTMT Integrated Simulators Complex (ISC) has got for the first time, the most used and well-known standard for quality management systems in the world - International Organization for Standardization (ISO) - ISO 9001:2008 of quality management systems by the global provider of Business Assurance Management System - Det Norske Veritas (DNV).
The European Commission has issued Resolution No: (Document C (2012) 6297) (2012/505/EU) that include the European Union Adoption of the systems of education & training and the certifications of seafarers in the Arab Republic of Egypt by recognizing the Arab Academy for Science, Technology and Maritime Transport (AASTMT) as a Maritime Institute and that in accordance with the requirements of the Parliament of the European Union no (EC/106/2008), where the results of the technical evaluation of the file that was submitted by AASTMT and the Egyptian Authority for Maritime Safety to reflect the success in the alignment and the coverage for all of the European Commission requirements in June 2012, as the European Union had voted on the Adoption of the Egyptian file on 19 September 2012 that was received by a considerable support for adoption from most of the states.
A tripartite agreement between the IMO, ARE Ministry of Transport and the AASTMT was made to execute different training programmes for Arab countries. This agreement is considered the second of its kind on the international level following the agreement signed with Singapore. This is considered a great achievement which the AASTMT works on its continuation and support by all the concerned authorities. This agreement is renewed biannually and has been effective until now.
The president of the AASTMT was granted the global award of innovation for the year 1999 from the Sea-Trade Foundation (OSCAR for Maritime Transport Industry) in the UK.
The AASTMT was granted the IMO Award in 1997.
As a reward for its eminence and great reputation on the international level, the AASTMT was awarded the most modern simulator in the world (completed in two phases) from the USA administration. Cooperation with the American counterpart continued to found an advanced technology center.
The World Bank has chosen the AASTMT from four international organizations representing the Norwegian Swedish Group, the Hungarian Group and the Danish Group to develop maritime education in Bangladesh by a limited tender. This has definitely been a glamorous achievement and the AASTMT''s proposal has been chosen as the best both technically and financially to carry out this significant international project that placed the AASTMT in the list of consultation agencies in the field of maritime transport at the World Bank and the universal maritime society as a whole.
The AASTMT received two awards and a certificate of excellence in the maintenance of equipment an award of excellence from the Japanese International Cooperation Agency (JICA) which was the first and only award given by the Agency since its foundation 25 years ago.
The cooperation with the United States started in 1982 when The United States Agency for International Development (US AID) provided technical assistance in the form of equipment, scholarships and short training courses for about quarter a million dollars. Moreover, in 1994 the cooperation was renewed with the same agency to supply the AASTMT with the world’s biggest and latest simulators, costing about $33 million, through the Ministry of Maritime Transport and the Ministries of Planning and International Cooperation in the ARE. Throughout cooperation with the U.S. side, the total project of complex simulators’ cost amounted to $ 65 million. After that, the project has been extended to include a transfer of technology to other transportation sectors. In 2008, an additional sum of $ 100 million was granted for purchasing training equipment and simulators, workshops and qualifying calibers in the Railways Authority in the ARE and the concerned Arab countries. Also in 1990, The AASTMT started to negotiate the cooperation procedures with George Washington University, North Carolina University and other various American Universities.
According to the conventions signed with Canada in the field of engineering and technology, the AASTMT along with the Carleton University cooperated in the fields of marine sciences with the Higher Institute of Marine Sciences.
Therefore, the outstanding cooperation between the AASTMT and several international bodies has pushed the AASTMT from regionalism to internationalism. Consequently, the distinguishing performance of training and educational services in the field of maritime transport led to changing the Academy’s title to a new one that reflected the new image of the clear distinction of the position and the performance of the Faculty of Maritime Transport and Technology, represented in:
The Agency, the AASTMT and the Egyptian Ministry of Maritime Transport signed the most important agreement which stated the donation of a modern ship for training students. The ship weighs 3000 tons with the capacity of approximately 160 students. On the 23rd of March, 1992, the ship arrived to the port of Alexandria after being named (Aida – 4) and was officially celebrated on April 13th of the same year. Thus, the total Japanese aid to the AASTMT is amounted to nearly $24.6 million.
The AASTMT was granted the most modern training ship, "Aida 4", as a donation from the Japanese government. This achievement on the part of the AASTMT has contributed to the ARE''s achievement in the field of supporting maritime education and training.
The AASTMT was nominated as a member in the International Association of Universities.
An agreement was made with the WMU through which the AASTMT became a branch of the WMU in Egypt. In addition, the AASTMT participated in the executive committee of the WMU.
The TRAINMAR project, which is concerned with training and preparing national calibers in the fields of ports and ship transportations in coordination with the United Nations Development Programme (UNDP) was pursued.
His Excellency, Engineer Soliman Metwaly, Minister of Transport in the Arab Republic of Egypt visited the World Maritime University (WMU). This was to discuss plans and detailed executive steps to inaugurate a branch of the WMU at the AASTMT. In 1989, an agreement was made with the WMU through which the AASTMT became a branch of the WMU in Egypt. In addition, the AASTMT participated in the executive committee of the WMU.
Cooperation with the Union of Maritime Training Institutes in Africa was expanded and the fourth meeting of the directors of Maritime Institutes at the AASTMT headquarters was held.
Cooperation with the World Maritime University (WMU), the International Maritime Organization (IMO), the International Organization of Nutrition and Agriculture and the technical cooperation programme between developing countries and the United Nations programme of technical support was reinforced.
The Arab Republic of Egypt was elected as a member in the IMO''s board of directors. In addition, contribution was made in increasing members of the IMO''s board of directors from Arab countries.
Cooperation was reinforced with the Maritime Academy in Akra, Ghana and the Maritime College in Oroun, Nigeria.
Courses were held for African learners in accordance with the tripartite agreement between the government of the Arab Republic of Egypt, the government of Japan and the AASTMT.
The same agency along with the AASTMT and the Egyptian Ministry of Foreign Affairs concluded the second agreement which offered training courses for students of all African nations. The courses were held at the AASTMT headquarters in Alexandria instead of Japan and lasted from 1985 to 1995.
Cooperation between the United Nations Development Programme (UNDP) and the AASTMT had continued to proceed further. This was through an agreement on importing floating quay equipment in Abu Kir in addition to some navigational instruments for the Nautical Department along with the implementation of satellite equipment on the ship Aida 3.
Three experts from the International Maritime Organization (IMO) were delegated to provide consultation at the Examination Centre in addition to increasing cooperation with the International Maritime University (IMU) along with the AASTMT''s membership in the council of preservers. This is in addition to the participation of staff members at the AASTMT to teach in it along with participation in the meeting of the General Assembly and its membership in its board of directors since November 1983 until the present.
A team from the AASTMT was delegated to administer the Maritime College in Nigeria in addition to re-planning the educational system and training Nigerian registration personnel at the AASTMT’s headquarters in Alexandria.
A team was delegated from the AASTMT to participate in establishing, administering and implementing a work plan in the Maritime College in Ghana. An agreement of cooperation between the Ministerial Conference of West African Countries and the AASTMT to provide technical aid to the Academy of Akra was made.
Participation was made in the meetings of the tripartite committee to assess the Maritime Academy in Abidjan upon the request of the United Nations. In addition, the technical aid which was previously provided by the AASTMT was pursued further by delegating experts to Ivory Coast.
The cooperation with the IMO for curriculum and teaching development enabled the cooperation with the maritime institutions in Indonesia and Bangladesh from 1982 to 1986.

A project of training employees in maritime transport (TRAINMAR) was initiated in cooperation with the United Nations Conference for Trade and Development (UNCTAD).
AASTMT decided to set up an examination centre to qualify captains, deck officers and marine engineers to get the necessary competence certificates to work on board high seas ships. Accordingly, the United Nations (UN) supplied AASTMT with a computer to save the exams and their model answers. The United Nations' aid was renewed following the system of participating in funding till the end of 1986. AASTMT has always been keen on having the flags of both the UN and the International Maritime Organization (IMO) and that of the Arab League fluttering on top of its premises.
Cooperation with the IMO to develop maritime education at the Maritime Academy in Abidjan continued from 1978 until 1983.
Cooperation with the Arab Fund of Technical Aid for African Countries in Cairo and the secretariat of the African Union Organization of Training and Research in Lagos was initiated.

The history of cooperation with the Japanese International Cooperation Agency (JICA) dates back to 1974 by providing technical assistance to the AASTMT through the first agreement which was signed on the 6th of November, 1976. The agreement included equipping of AASTMT’s Technicians Training Institute , providing experts for setting up the study programmes, training for the Institute’s professors in Japan, providing a simulator for training on loading – unloading of freight, two-stroke diesel engine and its control room and a navigational training launch.
On the 9th of November, 1974 in the Arab League premises, the Arab countries'' representatives signed the agreement of establishing the Arab Academy for Maritime Transport, an agreement which specifies the participant Arab countries obligations for the project. As a result, the Egyptian President''s decree number 532/1975 was issued to approve of the agreement on the 29th of May, 1975.
The AASTMT started its activity in a temporary location in Alexandria on 28th of February, 1972. A five-year technical aid of 2.3 million dollars was allocated to the project in the form of experts, delegations and training equipment. The project, then, got a two-year extension with fund raising to $3.6 million. The first location was in the Maritime Transport Institute inTalaat Harb street then was moved to Sasoon street in Gleem.
His Excellency Rear Admiral Abdel Moaty Ismael El-Araby, the Egyptian Minister of Transport at the time, signed the document confirming the Arab Republic of Egypt''s commitment as the host country.
The United Nations delegated a joint committee of its concerned organizations to study the region's need for this project. It highlighted the necessity of founding a regional institute for maritime training and also of providing adequate aid for it. The United Nations Development Program (UNDP) approved funding 3.2 million dollars on condition that the participant Arab countries contribute a sum of 8.25 million Egyptian pounds during a period of five years. Moreover, after visiting many of the region's countries, the committee chose the city of Alexandria, known for its great cultural legacy, as a location because of its important geographical location, which is in the middle of the whole Arab region, as well as the abundance of the qualified personnel available.
Eventually, the United Nations Development Programme (UNDP) prepared document number (REM/71L286/01/19) for the project of establishing the Arab Academy for Maritime Transport in Alexandria in cooperation with the International Maritime Consultancy Organization of Governments as an executive agency of the project and the United Nations Conference for Trade and Development as a participant (UNCTAD).
Establishing the Arab Academy for Science, Technology and Maritime Transport (AASTMT) as a Regional Institute for Maritime Transport started as a notion in the Arab League Transport Committee's meetings on 11th of March, 1970. This notion came after the Arab League’s Council issued, in its fifty third session, decree no. 2631/1970 stipulating the endorsement of founding a regional center for Maritime Transport training. The decree commissioned the Arab Republic of Egypt, on behalf of all the Arab countries, to ask for a technical aid from the United Nations’ organizations specialized in the field of maritime transport.
