According to the decision of the General Assembly of the League of Arab States, His Excellency Prof. Dr. Ismail Abdel Ghafar Ismail Farag took office as the President of the Arab Academy for Science, Technology and Maritime Transport (AASTMT) on 25.10.2011- till now.
Porf. Dr. Ismail is a professor of electrical and computer engineering, he has acquired his PhD Degree in Electrical Engineering in 1989 from George Washington University, USA , Master Degree in Electrical Engineering in 1982 from Cairo university , Bachelor degree of Electrical Engineering (Computer Department) , Excellent with Honour , from the Military Technical College (MTC) in 1978 .
He served as the Director & Dean of the Egyptian Military Technical School (MTC), 2009- 2011. He is A Member of the board Council of Arab Ministers of Transportation, Member of the Board Council of Arab Ministers of Economics, League of Arab States.
In recognition to the international community of his leading and pioneering role in the region, he was selected as A Member of the Board Council of the World Maritime University (WMU), Malmo, Related To International Maritime Organization (IMO) , The Head of the League of Arab States official Delegation, IMO Council, (United Nation), London, UK, The Head of the Technical committee for Developing Maritime Education, IMO, (United Nation), London, UK .
He is leading The President of the Board, Port Academy for Maritime and Technical Studies at Al Dammam , The President of the Board, The Regional Center for Studies and Training in the Port of Port Sudan , The Chief Executive of the Research and Consultation Center of the Maritime Transport Sector, the Chief Executive of the Port Training Institute. He is also the Team Leader of committee responsible for implementing decisions of the Arab Economic summit related to the Arab maritime link project States. Moreover he is the President of the Industrial Advisory Council of International Transport and Logistics. Prof. Ismail is the President of the International Maritime Transport Forum. prof. Ismail is also The President of the Board Integrated Solution Company, Member of the Board of the holding company for Maritime & Road Transport prof. ismail is a member of several professional associations, most important of which is membership of the The International Association of Maritime University (IAMU) , International Association of Universities (IAU), Association of Arab Universities (AARU) .
He has many published scientific papers in specialized journals and international conferences.
He also supervised and discussed many Master's and Ph.D. theses in Egyptian, Arab and foreign universities, such as: Ain Shams University, Cairo University, American University in Cairo, and Arab Academy for Science and Technology& Maritime Transport.
Upon his appointment by the General Assembly, His Excellency Prof. Dr. Mohamed Farghaly took office as the President of the Arab Academy for Science, Technology and Maritime Transport (AASTMT). Since 1996, he assumed at the Arab Academy several high-level positions including Executive Vice-President of AASTMT, Dean of the Integrated Simulators Complex and Dean of the College of Maritime Transport and Technology.
Dr. Farghaly graduated from the Egyptian Naval College in Alexandria in 1973, where he obtained his Bachelor of Science in Nautical Studies with Honors. In 1979, he obtained his Master Mariner Certificate. Then He undertook his postgraduate studies at Nottingham Trent University in the United Kingdom and received his PhD with "A Study of a Decision-Making System for Collision Avoidance" in 1996.
Amongst his pivotal accomplishments was the provision of oversight and guidance for the planning, execution and management of a four–phased project for building the largest Integrated Simulators Complex in the Middle East, with a budget amounting to 165 Million US Dollars contributed by the Government of the United States of America. He accomplished three phases and is currently working towards the completion of the fourth phase. The overall objective of the project is the acquisition and transfer of the latest technologies to various transport sectors which include simulators, laboratories and centers for the management of various Maritime and Environmental disasters, in addition to ship simulators, liquefied natural gas and petroleum.
AASTMT PresidentIn 1999, Dr. Farghaly was granted the International "SEATRADE" Award of Innovation in recognition of his successful development of a unique maritime expert system for decision makers, designed to prevent maritime collisions by using sophisticated computer programs. The "SEATRADE" Award is the international arena for the recognition of achievements and innovations and promoting excellence for the international maritime community. "SEATRADE" Award of Innovation is considered an Oscar Award presented in witness of the entire maritime industry at the global level.
Since 2008, Dr. Farghaly has been leading the Arab Academy’s role to assist Arab and Islamic countries in integrating disaster risk reduction in its development plans and policies. As to facilitate AASTMT role, he managed to develop a unique strategic collaborative joint partnership with the World Bank, the Global Facility for Disaster Reduction and Recovery (GFDRR) and the United Nations Secretariat for International Strategy for Disaster Reduction (UNISDR) resulting in several key initiatives and activities such as the development of an Arab Academy staffed regional standby quick-response team to undertake damage, loss and needs assessment in countries affected by natural disasters. He managed through innovative approach to establish an independent jointly-owned United Nations and Arab Academy Regional Center for Disaster Risk Reduction with its headquarters in Cairo - Egypt. AASTMT has also developed another long-term sustained partnership with the World Bank Institute to deliver disaster risk management with joint certification with AASTMT as a recognized regional education provider organization in the Arab region.
In recognition to the international community of his leading and pioneering role in the region, he was selected as member in the Results Management Council of the Global Facility for Disaster Reduction and Recovery of the World Bank and the Scientific and Technical Committee of the United Nations International Strategy for Disaster Reduction, both being the policy-making constituents of GFDRR and UNISDR.
Since assuming his responsibilities as President of the Arab Academy for Science, Technology and Maritime Transport (AASTMT), he managed to give a concrete international exposure and recognition for the Academy at the highest level, which was reflected in the reports submitted by the Secretary-General of the United Nations Ban Ki Moon in two consecutive years 2008 and 2009 to the sixty third and sixty fourth sessions of the United Nations General Assembly that included AASTMT effective role in assisting the Arab member states. Dr. Farghaly is also the Chairman of the Federal Arab Maritime Company, an inter-state entity owned by Egypt, Libya and Syria, operating in the maritime industry and trade.
Dr. Farghaly is a member of several professional associations, most important of which is membership of the National Committee for Disaster Management and Chairman of the Arab Confederation of Sports Leaders Centers and Institutes. Dr. Farghaly has published scientific papers in several journals and supervised a number of Master’s and Doctorate dissertations, in addition to an Arabic reference book entitled: "Electronic Maritime Navigation", published by Monshaat Al Maaref, Alexandria, in 1979.
His Excellency Prof. Dr Gamal Mokhtar, the Founder and AASTMT President, one of the most successful Arab joint institutions on the land of Egypt, that was the Arab Academy for Science, Technology and Maritime Transport – one of the League of Arab States specialized Organization stated in 1972.
Dr. Mokhtar played a significant role in changing the Arab Maritime Transport Academy to be a leading university in sciences and technology and in all other disciplines related to maritime transport, engineering and management whether at the academic or the professional levels; in addition of being a unique entity of research and consultation. Especially after attaining ISO 9001 / 2000 from D.N.V, as implementing and developing its Quality Assurance System, it transmitted from the regional to the international status. As AAST-MT is a fully fledged member of the Arab and International Universities Associations.
Dr. Mokhtar had established the Regional Centre of the International Union for Informatics at AASTMT - AbuKir Campus to be the largest Centre and the fortress of Informatics in the Middle East, that organized the first Arab Olympiad in Informatics in 2002 as the Egyptian Olympiad in Informatics in cooperation with the Ministry of Communications and Information Technology.
Dr. Mokhtar was awarded recently by an honorary doctorate in marine science in recognition to his efforts in the field of maritime transport by the World Maritime University (WMU) of the United Nations, as internationally He is the first Egyptian president of the International Association of Maritime Universities.
