IMO International Conventions such as SOLAS, MARPOL, Load Lines and STCW include obligatory regulation inviting Maritime Administrations of Contracting Governments to incorporates the provisions of the respective conventions and instruments into national law to ensure better safety, security and environmental protection on their national ships particularly operating in international trade. Therefore, Capacity Building Program should be conducted to ensure the effective roles implementation and jurisdiction control of Maritime Administration.This Capacity Building Program includes familiarization and knowledge for on board and shore personnel to be able to practically prepare their ships for inspection to avoid any delay or detention of ships or to take the proper action on objective evidences.
