Dr Ola Elgeuoshy research paper title: STRATEGIC PLANNING IN EGYPTIAN HIGHER EDUCATION FROM TOWS TO BALANCED SCORECARD: THE CASE OF ITLI.


ABSTRACT

Higher education institutions around the world are facing the challenge of being centers of excellence for teaching as well as research. Therefore, they need a clear mission and attainable goals which can be interpreted within a strategic planning framework. The balanced scored is highly emphasized to be the foundation of the performance management framework for higher education. The aims of this study are to (1) Explore the management literature for the balanced scorecard development models and applications in the higher education industry. (2) Analyze the business environment of the International Transport and Logistics Institute (ITLI) Alexandria ,Egyot, using a TOWS matrix. (3) Develop a balanced scorecard and strategy map for ITLI using a structural model. Limited studies have delineated a framework for the BSC development in the higher education industry and most of the BSC models in the literature have not emphasized the environmental analysis phase at the start of the BSC development. This study consists of literature review, methodology, analysis, findings, development of ITLI BSC/strategy map, and conclusion.
