Alexandria Regional Examination Center (AREC)

Alexandria Regional Examination Center (AREC), has been established in 1993 and its Capabilities was demonstrated during the Maritime Safety Committee in Nov. 1993

AREC procedures and evaluation methods is considering only the International Conventions, regardless the national regulations.

Standard examination data bank for questions and model answers has been developed and computerized system specially designed for choosing Examination papers from the data bank and also the self test exams.

AREC has been recognized by all approached Mediterranean countries (Lebanon, Turkey, Malta ……) as regional examination center. AASTMT is looking forward to extend the services of AREC as Quality Training Tool to all countries in the region and probably worldwide .

Since its foundation in 1972, the Arab Academy for Science & Technology and Maritime Transport has been keen on developing both the educational and examination systems in order to cope with the latest trends of technology. In cooperation with highly specialized and experienced educational institutes, the Academy was able toassemblequalified cadres of high calibre on both academic and practical aspects in several fields. Thus, the Academy stands today as one of the most distinguished academic institutions among many other international ones.

In accordance with the international agreement signed in 1979 between the Egyptian Ministry of Maritime Transport and the United Nations represented by the Intergovernmental Maritime Consultative Organization (IMCO) and by the United Nations Development Programme (UNDP), the Maritime Examination Centre was established. The Centre features as a totally independent entity from the educational and training sectors to ensure its compliance with the required measures in order to guarantee the highest levels of proficiency in obtaining the different certificates of competency(COC). This could only be assured through assessing Captains, Officers and Marine Engineers under the supervision of the Egyptian Authority for Maritime Safety (EAMS) which accredits the examination results and issues the COCs in return. The COC is a permission to work on board merchant vessels and different marine utility units according to the Egyptian Ministerial decree and the requirements of IMO and STCW78 and amendments.

For the past years, the Maritime Examination Centre has been developed to reach the highest levels of efficiency to become a pioneer in the process of setting exams. The Centre organises and creates the examinations for different Marine and Engineering COCs levels via a developed computerized Question and Model Answer bank which entails high security and reduces the human factor interference. This progressfruitfully resulted in the obtaining of the ISO 9001-2015 under the authority of the DNV classification society, in applying the modern techniques of Marine and Engineering assessments and in coping with marine transport technological advancements.

GMDSS Examination Center GMDSS-GOC

Coordination was initiated with the Ministry of Transport and the Ministry of Telecommunications and Information to approve the curricula of the International Maritime Organization (IMO model course 1.25) to obtain the GMDSS Certificate, in order to solve a major problem for deck officers who used to travel abroad to obtain this certificate.In 2002, the Academy in coordination with the Ministry of Transport did succeed in having the regulating ministerial decree issued by the Ministry of Telecommunications and Information.

As a result, GMDSS-GOC Licenses Examinations are conducting in the AAST&MT using real equipments for applying the requirements of the GMDSS at the Arab and international levels for deck officers and masters in conjunction with and under the supervision of the National Telecommunications Regulatory Authority (NTRA) according to the ministerial decrees (No.186/2002 & 259/2003) issued by the Ministry of Telecommunications and Information in order to meet the international dispositions, regulations and conventions of the ITU, IMO and STCW convention as amended.

According to the Egyptian Telecom regulation law No. 10 for year 2003 and the complementary ministerial decrees No. 259 for year 2003, the International Conventions and agreements, and the regulations and Resolutions of the ITU & IMO the GOC License has been issued in accordance with STCW-95 (Table A-IV) as amended and the holder of this license has passed the examinations for the general operator Certificate “GOC” and approved by the National telecommunications regulatory Authority (NTRA).

As a result, GMDSS-GOC Licenses Examinations are conducting in the AAST&MT using real equipment’s for applying the requirements of the GMDSS at the Arab and international levels for deck officers and masters in conjunction with and under the supervision of the National Telecommunications regulatory Authority (NTRA) according to the ministerial decrees (No. 186/2002 & 259/2003) issued by the Ministry of Telecommunications and Information in order to meet the international dispositions, regulations and conventions of the ITU, IMO and STCW convention as amended.

Since 2002 and under the umbrella of League of Arab States big number of GOC licenses, have been issued, for deck officers and masters from different nationalities Egyptian, Syrian, Lebanese, Sudanese, Jordanian, Yemeni, Libyan and Saudi which increased their employment chances at the international level.
