Maritime Law and Policy

Description

This course introduces the fundamental principles and frameworks of maritime law and policy. It examines the legal rules, institutions, and policies governing maritime activities, shipping, navigation, marine resources, and the protection of the marine environment. Topics include sources of maritime law, maritime jurisdiction, international conventions, the rights and responsibilities of coastal and flag states, maritime safety and security, marine environmental protection, shipping regulations, and dispute resolution. The course also explores the role of maritime policy and governance in supporting sustainable ocean management and the development of the Blue Economy. By the end of the course, students will be able to: Explain the fundamental principles, sources, and scope of maritime law and policy. Identify the main legal frameworks and institutions governing maritime activities. Describe the principles of maritime jurisdiction and the rights and responsibilities of relevant states and stakeholders. Analyze legal issues related to shipping, navigation, maritime safety, and security. Assess legal and policy approaches to marine environmental protection and resource management. Interpret basic maritime legal and policy documents. Evaluate the role of maritime policy and governance in addressing contemporary maritime challenges. Apply maritime law and policy principles to practical cases and decision-making scenarios.

Objectives

• To provide students with a fundamental understanding of the principles, sources, and development of maritime law and policy. To introduce the main international and national legal frameworks governing maritime activities and the use of marine resources. To develop students’ understanding of maritime jurisdiction, rights, responsibilities, and obligations of states and maritime stakeholders. To examine legal and policy issues related to shipping, navigation, marine environmental protection, safety, security, and marine resource management. To develop students’ ability to analyze maritime legal issues and evaluate the role of policy in maritime governance and decision-making. To enable students to apply maritime legal and policy principles to contemporary challenges in the maritime and Blue Economy sectors.
