Maritime Safety Administration

Description

This course introduces the principles, systems, and practices of maritime safety administration. It examines the roles and responsibilities of maritime authorities and the legal and regulatory frameworks governing maritime safety. The course covers ship safety, navigation safety, safety management systems, inspection and certification, flag-state and port-state responsibilities, risk assessment, accident investigation, and emergency preparedness. Particular emphasis is placed on the implementation and enforcement of international maritime safety standards and the development of effective strategies for preventing accidents and protecting life, property, and the marine environment. By the end of the course, students will be able to: Explain the principles and functions of maritime safety administration. Identify the roles and responsibilities of major maritime authorities and stakeholders. Describe key international and national maritime safety regulations and standards. Apply basic principles of safety management and risk assessment. Analyze the causes and consequences of maritime accidents and incidents. Evaluate inspection, certification, and compliance procedures. Develop basic strategies for accident prevention and emergency preparedness. Apply maritime safety administration principles to support safe and sustainable maritime operations.

To develop students’ understanding of the roles and responsibilities of maritime administrations, flag states, port states, and other relevant authorities. To examine key maritime safety regulations, standards, and conventions related to ship safety, navigation, and the protection of life at sea. To develop knowledge of safety management systems, risk assessment, accident investigation, and emergency preparedness. To enable students to analyze maritime safety challenges and apply effective administrative and management approaches.
