Project: Med SE(A)CAP integration through uniform adapted assessment and financing methods, mainly targeting buildings in education and health sectors, for sustainable development goals in a smart society/ SEACAP 4 SDG

Abstract

The SEACAP 4 SDG project is fully consistent with the objectives of the Programme and the Call for capitalization projects. Indeed, it deals specifically with the energy efficiency of public buildings targeted by the Joint Operational Programme’s thematic objective B.4.3. This is one of the main issues in the Mediterranean basin with regard to the impact of climate change on the quality of life (urban heat-island effect, increase in air conditioning and therefore in hot air emissions and energy consumption) and of demography (population increase and rural exodus, in particular in the Southern shore, heliotropism in the North). The project builds on the outputs and outcomes, as well as the partners of the 10 selected reference projects (SRP) out of the 11 reference projects identified by the Programme to be capitalized upon (one more technical and research-focused project being less adapted for the purposes of the Project). Indeed, the results of 10 ENPI, ENI, UfM and MED projects will be analyzed, evaluated and adapted to the climatic, operational and administrative realities of the 8 countries’ territories covered by the Project. A first pre-evaluation has been carried out by the Partners during the development of the Project proposal, in order to confirm the potential interest of the solutions developed by the SRP for the Partnership (best practices and procedures for building energy refurbishment, school buildings methodologies, financial mechanisms, Living Labs and to raise awareness and ensure the participation of the SRP partners in order to guarantee knowledge and ability to handle SRP outputs and outcomes, and their optimal replication in 8 countries’ territories. The Project fits perfectly with the capitalization logical framework presented by the Programme in the Guidelines for Applicants, and also with the INTERACT Programme objectives https://www.enicbcmed.eu/projects/seacap-4-sdg

Objectives

  1. The different objectives of capitalization are covered by the Project: - Transfer and exploitation of results: the pilot demonstrators will be the direct result of the adaptation of SRP outputs and outcomes. All the solutions to be capitalized following the evaluation will be incorporated into a tool for key stakeholders and decision-makers in the target sector. By doing so, the Project intends to accelerate the promotion and dissemination of both Programme and Project results. - Reinforcement of networks: the establishment of a network in the framework of the Project and its dissemination within a Euro-Mediterranean Efficient Buildings Community (which includes the UfM RE&EE platform and the Applicant Euromed Cities Network, which the whole Med basin) is planned. Thus, the Project intends to promote and disseminate its achievements to be capitalized sustainably and widely. - Strategic dissemination and awareness-raising among public authorities and policy makers: the large Associated Partnership almost covers the whole Med basin (13 countries) and is made up of 8 national level entities and 11 regional and local authorities directly in charge of EE & RE in buildings. This guarantees a very strong dissemination capacity among key actors, who are able to apply the solutions, and to produce recommendations and regulations that encourage their use. In addition, all members of the Euromed Cities Network will be directly targeted by the Project's mainstreaming and dissemination actions. Lobbying and awareness-raising activities of national, regional and local authorities are planned within the framework of the Project, with the objective of encouraging 30 authorities to incorporate the SEACAP 4 SDG solutions in the medium and long term.
