The objectives of this Capacity Building Program are to give higher knowledge, training and skills for PSC personnel who are to carry out inspections successfully by gaining the following: - Through knowledge of all relevant requirements, procedures and principles related to PSC. - The ability to apply all of these procedures. - Recognizing the responsibilities and prime tasks of others involved (ship's crew, master, owner and Classification Society). - Verifying all documents to be onboard (what to check and how). - Assessing the compliance with the relevant instruments. - Determine when more detailed inspection is needed. - The ability to communicate his findings to the master and company staff. - Reporting the findings / inspection results clearly and according to harmonized procedures.
IMO International Conventions give the right to Contracting Governments to inspect foreign ships visiting national ports. Port state control practices the given right to verify that foreign ships are seaworthy. Therefore, this Capacity Building Program should be conducted to ensure that attendees are aware for the basic verification requirements. Therefore, Capacity Building Program should be conducted to ensure the effectiveness roles implementation and jurisdiction control of PSC. This Capacity Building Program contains full training for junior inspectors of Maritime Administrations and on board management level to have qualified staff, who would be able to conduct inspections on foreign ships visiting national ports and based on objective evidence(s) to take a proper decision to ensure: - a proper working condition of ships before leaving a port and - a ship and its crew are fully complied with the related international requirements.- PSC officers to be fully conversant with
