The objectives of this Capacity Building Program is to give the highest knowledge, training and skills needed for port state control inspection procedures and to satisfy the following: - Senior PSC officers to carry out highly effective inspections.- Through knowledge of all relevant requirements, procedures and principles related to PSC.- Promote the ability to apply inspections with high efficiency. - Recognizing the responsibilities and prime tasks of others involved (master, ship's crew, owner and Classification Society). - Verifying all documents to be onboard (what to check and how). - Assessing the compliance with the relevant instruments. - Determine when more detailed inspection is needed. - Promote the ability to communicate findings to the master and company’s highest management levels. - Enhance reporting objective evidences, findings and inspection results.- Initiation of taking a proper corrective and preventive decisions.
IMO International Conventions give the right to Contracting Governments to inspect foreign ships visiting national ports. Port state control practices the given right to verify that foreign ships are seaworthy. Therefore, this Capacity Building Program should be conducted to ensure that attendees are aware for the basic verification requirements. Therefore, Capacity Building Program should be conducted to ensure the effectiveness roles implementation and jurisdiction control of PSC. This Capacity Building Program contains advanced full training program for senior inspectors of Maritime Administrations and on board management level who are motivated to change career, who would be able to conduct inspections on foreign ships visiting national ports and based on objective evidence(s) to take a proper decision to ensure: - a proper acceptable working condition of ships before leaving a port and - a ship and its crew are fully complied with the related international requirements.- P
