Objectives

  • This course is includes introductory classroom instruction on the assessment, examination and certification of seafarers, covering the provisions for training, assessment, examination and certification of masters, officers and ratings of the STCW Convention; the implementation of these provisions under national law; the selection of assessment methods; the organization of assessments, and the issue and control of certificates.The course classroom instruction is optimally followed by practical training conducting assessments/examinations with an approved assessor(s) to ensure appropriate understanding of the overall process and objectives. Of particular importance during such practical training is the observance of objective measures for conducting such assessment and examinations that minimize assessor/examiner subjectivity, and improve the achievement of global uniform standards in seafarer assessment and certification.

Outcomes

On successful completion of the course, the trainees should be able to:1. Apply the provisions of the STCW Convention concerning the training, assessment, examination and certification of masters, officers and ratings;2. Evaluate and apply the processes necessary to implement these provisions under national law;3. Analyze national assessment, examination and certification process needs;4. Determine appropriate assessment methods;5. Organize, administer and conduct assessments/examinations; and6. Demonstrate the ability to issue certificates and control the certification process.7. Participate to the next ToT course of “Modern Concept of the GMP”.

Course Contents

The course contents include the provision of knowledge to enhance the skills of trainees to administer, supervise and monitor training and assessment of seafarers in accordance with the provisions of regulation I/6 of the STCW Convention 1978, as amended and section A-I/6 of the STCW Code. Before being authorized to conduct assessments/ examinations, the trainee should prepare, validate and conduct a number of oral/practical assessments/examinations and mark written examinations under the supervision and to the satisfaction of a person or persons authorized to design, administer and control assessments/examinations and experienced in their design, administration and control.
