His Excellency Prof. Dr Gamal Mokhtar, the Founder and AASTMT President, one of the most successful Arab joint institutions on the land of Egypt, that was the Arab Academy for Science, Technology and Maritime Transport – one of the League of Arab States specialized Organization stated in 1972.
Dr. Mokhtar played a significant role in changing the Arab Maritime Transport Academy to be a leading university in sciences and technology and in all other disciplines related to maritime transport, engineering and management whether at the academic or the professional levels; in addition of being a unique entity of research and consultation. Especially after attaining ISO 9001 / 2000 from D.N.V, as implementing and developing its Quality Assurance System, it transmitted from the regional to the international status. As AAST-MT is a fully fledged member of the Arab and International Universities Associations.

Egypt, the maritime and maritime society lost one of the most prominent personalities and leaders, Dr. Gamal Elddin Mokhtar, who passed away at the age of 90. Mokhtar is the founding president of the largest educational edifice in the region in 1972. The International Association of Maritime Universities recently awarded him an honorary doctorate. At the international level he is the first Egyptian president of IAMU.
Dr. Mohamed Sultan, the Governor of Alexandria and all executive leaders of the governorate, are deeply saddened by Dr. Gamal Mokhtar's death. Dr. Gamal is one of the leaders of Maritime Transport in the Arab World and the Founding President of the Arab Academy for Science, Technology and Maritime Transport, who passed away at the age of 90, after a great life in the service of his country.

The late Dr. Gamal Mokhtar, one of the most innovative, distinguished and effective managers in the history of Egyptian administrative leaders, he was able to change the Arab Academy of Maritime Transport from its original status as a regional maritime training institute with 500 navigation students and a budget covered by participating governments from the League of Arab States, to a giant modern university of more than 20,000 undergraduate students, based on the principle of self-financing, in a surprisingly successful experiment.
Dr. Gamal Elddin Mokhtar was born on October 29, 1928 in Cairo Governorate. He received a BA in marine studies from the Egyptian Maritime College in Alexandria, a master's degree from the Egyptian Ministry of Transport, a Master of Maritime Studies from the Soviet Union and a Master in Business Administration from the American University In Cairo, and a PhD in Human Investment for the Maritime Transport Sector from the University of Sorbonne in France.
Dr. Gamal El-Din Mokhtar passed away after a busy life in the service of the Arab nation. He was the founder of the Arab Academy for Science and Technology for the service of protecting the Egyptian national security and one of the protectors of the nation's honor in the sea as a founder of the submarine weapon. He is a sport icon as he was president of the Egyptian Olympic Committee and president of Yacht, Sailing, and Diving clubs.
