Project: Measuring Innovation in Mediterranean Countries Development and Use of a Proper Metric (MEDUP)

Abstract

Over the past decade, University–Industry–Government–Society cooperation has become crucial to addressing the “innovation emergency” in both EU and non-EU countries.
The MED-UP project aims to design and implement a new model for measuring and fostering innovation capacity in Mediterranean countries (Egypt, Jordan, Tunisia) through a Civic University approach, strengthening the Quadruple Helix (Academia–Industry–Government–Society).

Expected Results

  • A comprehensive model for Civic Universities adapted to MENA realities.
  • A framework of innovation indicators suitable for Mediterranean contexts.
  • National reports and a comparative innovation index for partner countries.
  • Strengthened EU–MENA cooperation in innovation policy and governance.
  • Improved capacity of ministries and research institutions to manage innovation metrics.

Objectives

    1. Develop a model of “Civic University” in Jordan, Tunisia, and Egypt, promoting university involvement in economic development and entrepreneurship.
    2. Identify and benchmark good practices in innovation and outreach activities across the MENA region.
    3. Develop a set of measurable indicators to assess how national and institutional innovation systems contribute to:
      • (i) The generation of new ideas.
      • (ii) The improvement in idea quality.
      • (iii) The efficient implementation of innovations.
    4. Support National Innovation Systems (NIS) by collecting reliable data for innovation performance measurement.
