PhD Dissertation Defense at MPI on National Marine Spatial Data Infrastructure

As part of the academic and research mission of the Maritime Postgraduate Studies Institute (MPI) at the Arab Academy for Science, Technology and Maritime Transport (AASTMT), a PhD dissertation defense was held for the researcher:

Hassan Mohamed Atef Hassan El-Helwany

for the degree of Doctor of Philosophy (PhD) in Maritime Transport, entitled:

Architecting a National Marine Spatial Data Infrastructure:
A Tiered, Adaptive Strategy for Translating Diagnostic Gaps into Executive Action

The dissertation addressed a highly significant topic related to the development of a National Marine Spatial Data Infrastructure, with direct relevance to digital transformation, maritime governance, evidence-based decision-making, and the integration of stakeholders involved in marine and coastal activities.

The study proposed a tiered and adaptive strategy for translating institutional diagnostic gaps into practical executive actions, contributing to enhanced marine spatial planning, resource management, maritime governance, and sustainable development in the maritime sector.

The defense took place on Monday, 22 June 2026, at 11:00 AM, in Hall 010, College of Maritime Transport and Technology, AASTMT Abu Qir Campus.

The supervision committee consisted of:

• Prof. Dr. Saad Mesbah Abdelrahman
  Professor of Oceanography and Coastal Engineering, AASTMT
• Prof. Dr. Kareem Mahmoud Tonbol
  Dean of the Maritime Postgraduate Studies Institute, AASTMT
• Rear Admiral Dr. Sameh Soliman Mohamed
  Head of the Hydrographic Survey Division, Egyptian Navy

The examination committee consisted of:

• Prof. Dr. Mohamed El-Said Abdelkader
  Emeritus Professor, College of Maritime Transport and Technology, AASTMT
  Internal Examiner
• Prof. Dr. Yousry Saber El-Gamal
  Former Minister of Education and Advisor to the AASTMT President
  External Examiner

The researcher delivered a distinguished scientific presentation, highlighting the research methodology, key findings, and applied recommendations. The presentation was followed by a rich academic discussion with the examination committee.

At the conclusion of the defense, the examination committee recommended accepting the dissertation and awarding the researcher the PhD degree in Maritime Transport.

MPI extends its sincere congratulations to the researcher and the supervision committee and values this research contribution to marine spatial data infrastructure, digital transformation, and sustainable maritime planning.

في إطار الدور الأكاديمي والبحثي لمعهد الدراسات العليا البحرية بالأكاديمية العربية للعلوم والتكنولوجيا والنقل البحري في دعم البحث العلمي المتخصص وخدمة قطاع النقل البحري، عُقدت مناقشة رسالة الدكتوراه المقدمة من الباحث:

حسن محمد عاطف حسن الحلواني

وذلك للحصول على درجة دكتوراه الفلسفة في النقل البحري، عن رسالة بعنوان:

هندسة البنية التحتية الوطنية للبيانات المكانية البحرية: استراتيجية تكيفية متعددة المستويات لتحويل التشخيص المؤسسي إلى إجراءات تنفيذية

وقد تناولت الرسالة موضوعًا بالغ الأهمية يتعلق بتطوير البنية التحتية الوطنية للبيانات المكانية البحرية، بوصفها أحد المحاور الداعمة للتحول الرقمي، ورفع كفاءة اتخاذ القرار، وتعزيز التكامل بين الجهات المعنية بالأنشطة البحرية والساحلية. كما ركزت الدراسة على تحويل الفجوات التشخيصية المؤسسية إلى إجراءات تنفيذية قابلة للتطبيق من خلال استراتيجية تكيفية متعددة المستويات، بما يسهم في دعم الحوكمة البحرية، وإدارة الموارد، والتخطيط المكاني البحري، وتحقيق الاستدامة في القطاع البحري.

عُقدت المناقشة يوم الاثنين الموافق 22 يونيو 2026، في تمام الساعة الحادية عشرة صباحًا، بقاعة 010 بكلية النقل البحري والتكنولوجيا، بمقر الأكاديمية بأبي قير.

وفي ختام المناقشة، أوصت لجنة الحكم والمناقشة بقبول الرسالة ومنح الباحث درجة دكتوراه الفلسفة في النقل البحري، متمنية له دوام التوفيق والنجاح في مسيرته العلمية والمهنية.
