Egypt’s Minister of Communications and Information Technology

Dr. Amr Talaat, with over 30 years of experience in communications, IT, and digital solutions, has been instrumental in Egypt’s digital transformation. As the director general of IBM Egypt in 2010, he led expansion efforts and created job opportunities. During his tenure as Egypt’s Minister of Communications and Information Technology, Dr. Talaat spearheaded significant initiatives, including the digitization of government services through Egypt’s Digital Egypt portal, the Data Protection Law, and the establishment of the National AI Council. He also oversaw the transformation of Egypt’s national postal service and led efforts to expand government investments in ICT upskilling, significantly increasing the number of trainees.

Dr. Talaat’s contributions extended to establishing innovation hubs and boosting Egypt’s digital infrastructure. He launched eight Creative Innovation Hubs and transformed the Sultan Hussein Kamel Palace into Egypt’s first innovation accelerator. He also played a key role in establishing the Electronics Design Hub and R&D facilities in the New Administrative Capital. Under his leadership, Egypt improved its broadband infrastructure, becoming Africa’s fastest Internet provider since 2021, and solidified its position as a regional connectivity hub with the establishment of a Regional Data Hub and increased Submarine Cable Landing Stations. Additionally, Dr. Talaat chaired major regional ICT sessions, including the Arab Telecommunications and Information Council of Ministers.
