Dr. Mohamed Salem
Senior Advisor to the Academy,Former Egyptian Minister of Communications and Information Technology
Dr. Mohamed Salem holds a Ph.D. and M.Sc. in Electrical Engineering from Ain Shams University and a B.Sc. from the Military Technical College. After retiring from the Armed Forces as a brigadier general in 1993, he joined the Information Technology Institute (ITI) as the manager of the Fresh Graduate Department, eventually becoming Chairman in 2002. In July 2011, Salem was appointed Egypt’s Minister of Communications and Information Technology, where he served under both Dr. Essam Sharaf and Dr. Kamal Al Ganzory’s cabinets.
During his tenure, Salem led significant initiatives, including Egypt’s National Strategy for Communications and Information Technology (2012–2017), the Arab Digital Content initiative, and the “eMisr” broadband internet strategy. He chaired the boards of key institutions, including the NTRA, ITIDA, and Telecom Egypt. With over 30 years of experience as a lecturer and consultant, Salem has made notable contributions to ICT, artificial intelligence, and software engineering. He continues to work as a senior consultant and keynote speaker in international conferences and educational institutions.
