Advisor to Minister of ICT for Technology Talents Development & National AI Strategy Lead Professor of Computer Engineering, Cairo University

Prof. Hoda Baraka is the Advisor to Egypt’s Minister of ICT for Technology Talent Development and a Professor of Computer Engineering at Cairo University. She leads several national skilling initiatives under Digital Egypt Generations, including the Digital Egypt Builders and Pioneers (DEBI, DEPI) initiatives for university students and the Digital Egypt Cubs and Marvels initiatives for school students from G4 to G11. Additionally, she heads the National Artificial Intelligence strategy at MCIT, focusing on the development and implementation of Egypt’s AI strategy and governance framework to ensure ethical and safe deployment.

Previously, Dr. Baraka served as the First Deputy Minister of ICT from 2006 to 2013 and as the National Director of Egypt’s ICT Trust Fund, which promotes ICT for development. She has over 40 years of experience as a consultant in digital transformation for both public and private sectors. Dr. Baraka has received the UNESCO King Hamad Bin Isa Al Khalifa prize for her work in enhancing education through ICT and was a member of the WEF/UNESCO Technical Advisory Group and the WEF Global Agenda Council on Technologies in Education.
